Accessible public spaces for children are severely limited in the peri-urban areas around Pune. Large gated communities offer semi-private open spaces for residents only. Government agencies neglect the spaces reserved in development plans. And many existing parks enforce unofficial rules about who belongs, by dress or perceived status.

Where can I find a space where I don't need to pay anyone just to sit under a tree?

The proposal follows Narhe: about 4.4 sq km of the city, and only about 0.037 sq km of proposed recreational space in the plans. It traces what was reserved, what was built, and who is shut out, and argues that this spatial inequality runs against Articles 19 and 21 of the Constitution.

It belongs to The Space Within, whose pilot episode, No Place to Play, follows Pune's 1987 plan: 174 playgrounds promised, 9 that existed by 2013.
