In February 2023 the Department of Transport replaced 19 diesel vehicles with electric ones across all 12 Regional Transport Offices and the Directorate. The analysis showed a saving of about ₹28.3 lakh in fuel and repairs and 87,318 kg of carbon emissions avoided.
Incentives
- A 40% subsidy on electric buses, taxis and tempo travellers; exemptions from commercial permit fees and token tax; a 50% reduction in special road tax.
- The e-taxi scheme under the Rajiv Gandhi Swarozgar Yojana: a 50% subsidy for unemployed youth to buy e-taxis that government departments hire, with a standard operating procedure for 500 vehicles.
- Electric mobility aggregators and rental operators moved to EVs in phases, under the Motor Vehicle Aggregator Guidelines 2025.
Paying for it
A proposal to revise the one-time token tax on personal vehicles, unchanged since 2020 at 6–7%, compared Himachal with Chandigarh (8–12%), Punjab (7.5–13%), Haryana and Uttarakhand. In 2024 the state registered 1,27,777 non-transport vehicles, including 76,540 two-wheelers and 48,048 cars.
