Panaji is small: 8.12 sq km, 30 wards, about 40,000 residents and many more visitors. Its climate risks, from flooding and high tides to heat, are not.
Plans and assessments
- Inputs to the Goa State Action Plan on Climate Change, and the Corporation's Sustainable Energy and Climate Action Plan with the EU's International Urban and Regional Cooperation programme.
- The city's response to the Climate Smart Cities Assessment Framework 2.0: water bodies and open areas, the biodiversity committee, and more.
- Reporting the city's climate action to the Global Covenant of Mayors through the ICLEI-CDP Unified Reporting System (2020).
- A city profile for Urban-LEDS II, and a GHG inventory workshop with the State Pollution Control Board and the Smart City company.
Fixing the city's machinery
An integrated action plan argued that projects stall because departments don't coordinate and the Corporation has no planner or architect on staff. It called for a project management committee, inter-departmental committees, a Local Area Plan, a GIS for the city, a heritage policy, a commercial signage policy and a green building policy with incentives. When Panaji ranked 28th in the national Municipal Performance Index (finance score 51.89), the work turned to improving its data.
